say there is a 400 watt dual ballast for sale. is that implying that its 400 watts total or 400 watts for each bulb?

my question is mainly about ballasts. i am setting up a 90 reef and may need to upgrade to metal halides. if i do, i will be doing a DIY project. my question is, say i run 2 100 watt MH bulbs. do i have to get two seperate ballasts each for 100 watts? or can i just get say a 250 watt ballast for...

it doesn't look that badly scratched up, and im getting it for $95 so its kinda a good deal. but the overflow is rated for 600-900 gph. would a mag 9.5 or mag 10 suffice for 4 foot head loss?
