I think the point is to have low nitrates, not high nitrtaes just so you can grow chaeto. I was having the same issue in my tank, low nitrates and chaeto dying, so I just stopped using chaeto.

I don't see any difference between running water inside pvc and submerging the outside of the pipe in water. I have a submersible pump for the return in my sump with pvc attatched and I haven't killed any livestock.
