Salty Chee, the first picture is used by a fish website that sells fish. And the last one cannot possibly be your puffer, it isn't even the same type as your porcupine.
I would have to say, when it is around Wrasse, and other constantly active fish, it gets annoyed and will probably bite the other fish. To the best of my knowledge, this isn't really a true eel is it?
I'd be very nervous, putting the puffer with those species. The starfish, has about a 50/50 chance of being eaten, while the Mandarin if eaten may or may not have toxins that can kill the Puffer.

Give the puffer time to acclimate. After a little while he/she will be eating like a champ! I would reccomend feedng, krill, brine shrimp, blackworms, squid, and small mussels to him/her.
I am going to knock off a few things said here. In every puffer I have seen, I think I have seen little to no aggression, even in the the smallest of tanks. I have yet to see a "killer puffer" although they do take well to eating MUCH smaller fish. You could house him in it for quite a while...
