Well actually it's both. The best thing to do...is to get a fish for the right size of your tank when ADULT, you purchase a fish as small thing but they grow. Because what you add affects everything in the tank...pick your favorite must have fish that you can keep in your tank, and build from there. Your fav fish might have to be added last, depanding on what you want...but make sure the tank mates will get along with it when you finally do add it, you build the stock list so you can enjoy your fish, not just to put fish in willy nilly.
It's really hard on you, your tank, and your fish to put something in and decide you want something else...net the critter out, and add something different. It gets crazy, and it really stresses the fish. So plan before you do anything..take your time and be selective.
When stocking the tank take into account:
Food needs (some fish may eat the other tank mates, or your CUC...some only live on certain live foods needed in abundance)
Temp needs (some fish like it warm, some colder...you want everyone healthy and happy)
Water quality needs (some sea critters must have a very established tank to live in)
Tank mates (not all fish get along with each other or the same species, body type, or color)
I know that sounds like so hard to decide what to stock...that's why I told you to get the book I posted pictures of. It will save you untold troubles and money. Lots of folks go in and ask the LFS...but they don't really know everything in your tank, or how it's set up, or for how long...and as a result you end up with serious issues to have to deal with, and sometimes dead expensive fish.
