from what i have read, if your going to add it in.. i would add it now while its cycling as if you add it later its going to mess with the cycle.
tony if your going to add more rocks, look at whisks thread and see how his rocks are setup.. we may need to break some of your bigger peaices with a hammer (like i did with my tank) and that way you can set it up like his.. i think it looks really cool like taht with the sides filled and then the middle of it o pen like that.. just a matter of preference.. however you like it.. check his out.

ghost feeding the tank is feeding the tank as if there was fish in there so that it can raise the ammonia and jump start the cycle. Just like the raw shrimp method.
I need it twice but eh, its not necessary.. just starts the cycle a bit quicker.
Bio balls are not so popular as long as you have your lit fuge, chemipure and/or purigen (which you dont have) but as long as you keep up with your water changes you will be okay.

IMO a skimmer will be a waste of money... regular water changes will do just fine. obviously if you really just want on it wont hurt but im not sure what to recomend

how long has your tank been set up? if you have already had an ammonia spike you dont need to ghost feed. thats all your trying to get started.

I never had an ammonia spike in my cylce but I did use cured live rock and live sand. I just waited for the nitrates to go up and then start coming down and then added my CUC(about 2-3 weeks it took for me) then a week later did my 1st water change. And thats where I'm at now.

yep, just let it sit there. Your shrimp may find some of it, the ones he doesnt find will become ammonia.
Like Cal said, you may never seen ammonia. What he said may happen to you. Just test every so often.
