If we go by the definition most used by hobbyist cured rock when you receive it will not have any die off due to being out of water. As TBS states and as you said the delivery time is quite fast and it is packed in salt water I would say it is cured. If with in one moment of die off is it not possible that what has died was a hitchhiker and thus even though the number has diminish by one it is still less then if there was no die off at all
