It's a technique used in bodybuilding to force your body to use fat stores for energy rather than your daily carbohydrate intake.

This is an old article, but the technique is the same.
 
Rather than dropping carbs by 1/2, I cut them by about 90%. Don't go over the 4 day period without reintroducing some carbs. Your body will change the way it stores unused calories and fat use will be minimized. By dropping carbs dramatically, I don't have to watch calories as much. They dropped due to the selection of foods with little or no carbs.
Lose the sugar. Do not eat or drink sweets. Include soft drinks in your carb calculations.
Lose the starches. No taters, rice, bread or noodles. (for the 4 low carb days)
Switch to fat free milk.
Include a water based protein drink (from powder) several times a day to keep your body from using muscle for energy. (not pre bottled slimfast or muscle milk)
After 4 days reintroduce some carbs, but not simple sugars. Add a potato and breads. You can do this for a couple days, then start your 4 day low carb cycle again.
 
Repeat.

This is the diet aspect. I also added 45 mins to an hour of low heart rate cardio to my weightlifting routine.

In it's simplest form, weight control is calorie control. If you take in more calories than you can use, you body will begin to store them. If you take in fewer calories than your body uses, you will lose weight. There are other factors, but this is it in a nutshell. If you have trouble gaining weight, take in more calories. You would likely gain some weight if you raised your daily protein intake to 1.5 grams per pound of lean body mass. Ssince you are probably thin, just do 1.5 grams of protein per lb of your bodyweight. This may sound easy, but I have a hard time taking in 300g of protein on a daily basis. Eat every 3 hours.

I'm turning 24 on November my height is 5'2"

 
I eat 1 1/2 cup of rice for my lunch and dinner. I exercise only once a week. I don't how to measure my calorie increase

AH 24.....sigh......at that time in my life I was going on the 3rd child.....and still able to stay small...(if I had one.....I would insert a pic of a pouty lip face)

That's only 350 calories per meal. Where do you live, Ethiopia? No wonder you can't gain weight.

I think 350 calories was how much was added to my burger tonight from Chilis when I asked for bacon...
 
24 is a sweet age.
(at least for the next 8 days *hint*)

That's not all I eat, I also eat in between meals like fruits and vegetable salad, bread, milk, doughnut.
I think pizza isn't healthy, I eat two slices of pizza only once a month.
 
My dad is a big fan of pizza, burger and french fries and he died from colon cancer at the age of 57. So I'm afraid to eat those kind of stuff.
 
I'm so sorry if I have a wrong impression, but the death of my dad was really a traumatic experience.

LOL....Actually IMO Pizza is good for you....it has all the food groups, bread, veggies, meat, cheese and grease
