Cell Phones are so cheap these days and IMO esstential for young kids. Once you hit middle school IMO they should have one. Rules should be set but they should have one. These times are a changin buddy. Change with em. Now a car. well those costs thousands for a decent one.
Ja... 13, that means in 2 years, they'll have their learners permit, and maybe start working. 16 comes, got their drivers license, etc. In 7th grade (so I was 13), I took my first date to the local carnival. Its a decent age to start instilling some responsibility/time to start growing up. And a cell phone is cheap enough. If it becomes an issue, obviously it's gone. But they at least deserve a chance.
