New Tank

Well i have had it set up for a couple days now. It is now starting to skim some stuff out.
also i did do another water change today, because my Nitrate is still at 40ppm i got it checked at my LFS and it came out the same.
I dont know what the issue is.
Anybody know what might be causing this.

Checked again today and still at 40ppm for nitrate. What is going on.

They will not go away without intervention, i.e. water changes etc.
