I helieve that is the seahares "accesory genital mass", extruding from her/his V-a-g-i-n-a (they are hermaphroditic organisms) their V-ag-in-a is on their backs. and P-en-i-s out side of the mouths.
I believe she is looking for a surface onto which to lay its eggs.
