    OK - ifthey were under 250's then it is probably best to start them lower and let them acclimate to the brighter lighting. They would do fine at the bottom of your tank since you have 400's but definitely give them some good flow.

    That is a good place to start it. You want to make sure it has a decent flow on it as well as good lighting as they require a good deal of both. You may want to move it up a bit but how soon depends on the lighting it has come from.

    Chromis are pretty hardy fish, they are not aggressive to other species, they are schooling fish - so you need to have 1 or 2 if you want the school go up to at least 6 - I have found that the in between numbers tend to have aggression issues and you'll end up with 1 or 2.

    If you use the bleach you'll need to rinse numerous times before putting into service to remove any residue of phospates. Acids can potentially damage the sealant so that I would call a last resort. You could simply use a razor blade to scrape it off (assuming it is glass)

    I agree - lose the water and keep the sand - you say detritus on sand? In an empty tank? Was it there when you put the water in or is it perhaps some diatoms that have grown since.

    Two months is a very short time to have aquired that much population in a 29g tank. Your water parameters are going to be prime suspect IMO. Were these fish all added at the same time? Post those water test results
