    Buffering RO H20?

Don't add a buffer. Some people think sense RO water has a low PH they need to add a buffer to bring the PH up. There is no need to do this and could just cause problems.

    bubble algae??

Bubble algae is common but not to cycling. You can remove them by hand (don't burst them though) or emerald crabs are supposed to eat them. Yes top off with fresh water before doing a water change... but I'd wait until after the cycle to do the first water change.

Ro/DI does it take too much?

Using RO/DI water will help stabilize your water chemistry if anything... that's not to say you will not have to add buffers or calcium suppliments at some point.

    Ph problem need quick help

There is NO reason to worry about the PH for now... or for the next 4-6 weeks... until the cycle is complete. After the tank is fully cycled and you have done your first good water change... then test it.

not really... you can verify that the unit's feed water is at the correct temp & pressure (whatever it's rated for) but that's about all you can do.

    400 watt metal halide

Do you have a picture?? I'm not sure I understand... If you have a canopy you could buy a couple spider reflectors (they come with the socket and reflector) or a couple sockets to install them horizontal and then make a reflector.
