You can not control the flow from a straight siphon, and therefore will end up with a flood. An overflow can only take water that it is given, so there is no trying to get flows "just right". If you don't want to do an overflow, you could do a gravity fed refugium.

From your description your pumping about 1000 gph through the sump. That may be too much flow for a refugium, most people push about 100 gph through their fuges. As far as going skimmerless, many people have and have had great success. I would say if you are not getting a lot of skimmate go ahead.

Bulb cost yes, PC's are more. However the only good ballasts I could ever find made the whole lighting setup a lot more than going with PC's, even in the long run. Now if you had say a Icecap ballast and wanted to decide what you wanted to use, if space is not an issue I would probably pick VHO...
