Your problem should be solvable without spending alot of money on a refugium. Try out some of the methods the sharks described if you haven't already :)
Usually you can tell by color but the only true way to tell, no pun..., is the top fins of each species. True perc i think has 11 spines, while a false has 10. Not sure on those numbers. True percs are more pricey as well.
I think its an all inclusive toxin so everything in the tank.... Even if it is just fish your inverts and corals are at risk if things start dying and decaying without a rapid cleanup of the dead.

Sometimes test kits mess up based on user error. I myself have done it tons of times. If you think a test is erroneous by all means test it again. After a while you will get to "know" your tank and won't necessarily need to test it unless you make drastic...
