The only reason they say to plug it in above the tank is so the watter does not run down it and blow the plug or start a fire. I would just make sure you have a j loop. The probe must be in and out of the watter( meaning the top of the probe out and the rest in the water) it does not matter...

Looks like a yellow florecent sponge to me. I have had many in my tank......Look for a single tube coming from it rarely they have two. If it has this tube it is a sponge.

If you are talking about the blue E.E. my skimmer pulls all of it out within 24 hours. I now switched to sea balance and have had great luck with it.
