hang on overflows aren't "siphon" overflows. They call the U-tube a siphon tube but it's very misleading. I like to refer to it as an equalizer tube. hang ons will also only drain what is returned to the tank, but I agree that if drilling is an option, it is a safer bet but the hangons are used...
if you keep your prefilters clean, you shouldn't need to. cleaning them will remove the bateria from them, destroying your biofilter. If you feel the need, do no more than half at once.
if I were using one, I may consider doing it annually.

I've got 4 of them. (2) 214's and (2) 228's, I think those are the model numbers. The larger ones stop about weekly, the smaller ones normally go 1 month before I need to clean them. They aren't too bad if you use the filters and don't mind cleaning them.
I always suggest a 15 High over a 10 if space allows. The footprint is the same but you have additional 6" of height. I'm sure condork would be happy to build you one with a 15 just the same, just cost a bit more.

It depends on what turnover rate you're looking for. I did (2) 1" drains on my 75. 1" bulkheads require 1-3/4" holes a 1" drain will support about 600GPH
