HPS are virtually worthless in the aquarium area, bulbs are not available in needed spectrums. If you used them, you could grow tons of algae, but not much else. Definately not corals or anemones.

IMO, Seaclones are not worth their weight in plastic. I would save up a little more money and get a good skimmer. AquaC, ASM (if in sump), Octopus are all good brands. For the nitrates, regular (weekly) 10-15% water changes can get those down.

OK, few things. First you have obviously learned to research what you get BEFORE buying it. As far as the clowns, as long as they are both either Percula clowns or Ocellarius (aka False Percula) clowns, they will go together fine. As far as the stars go, read up. If you tank just got done...

Either the 100% silicone that is meant for aquariums (says Aquarium Sealant right on package.....available at HD or Lowes in those hand-squeeze tubes) or anything that is 100% silicone without any color, dyes or chemicals to prevent mildew growth. The 100% silicone is available at most any home...

Wiring should not matter. If you swap out the ballast and the bulb, you should be good to go. My only concern would be the increased heat that a 250 would produce. Keep a close eye on the fixture for the first few days to see if it is overheating.

Yes, it can happen. Never to me, but possible. Anytime a tank has sat for a while, it should be leak tested. Fill it with fresh water and let it sit for 24 hours. If no leaks present, it is good to go.
