    Most of the information I've come across over websites and printed literature indicates a 20 is an acceptable size for a bimac . . . just make sure you are getting a bimac.

    I've heard of the astro-turf trick and was thinking of going that route. The tank I'd be using isn't pre-drilled, so I couldn't easily do a sump. I was thinking of making some sort of fine mesh that the return water from the skimmer would pass through, but wouldn't allow for an escape.

    It is recommended to have 20x water turnover in a reef tank. Seahorses, on the other hand, need very low flow. I doubt you'll have much luck. Why not add a refugium and put the seahorses in there? They'd do well in a 20 high.
