that should be fine to keep it alive, people use way way way more intense lighting for corals.

you could try replacing the fans if its really that bad. computer fans are dirt cheap and probably free if you go to your local dump. if you feel liek spending $ there are variable sped fans used for overclocking, as long as you monitor temperature theres no reason that wouldnt work.
