You're supposed to look into a mirror with the lights turned low and THEN say my name 3 times.
I can't tell what it is from the picture. I would guess a bleached protopalythoa. First thing I would do is to observe its behavior when it's fed a small piece of seafood.

I tried to feed it a little peice of raw scallop and it appeared to close around it, but then it spit it back out. I think the peice may have been too big. I waited a few hours and just tried again with an even smaller peice. This time it closed tight around it and stayed like that for about 20 min. Its starting to open back up now. It couldn't have digested it that fast, did it just move it down into the tube maybe?

Yep, into the tube. I'm sticking to my first guess of Protopalythoa.

Should I spot feed this dude once or twice a week or will it be OK with just light?
Typically they do just fine with light and an occational scrap or some fish poo. They definately propogate faster with regular feeding though.
If it truly is Protopaly then make sure you wear gloves whenever there's a possibility of disturbing them.

I have the exact same thing as the OP...however mine is red. It's not in much light but it wasn't noticable until a couple months after my tank was astablished...

Mine is quite a bit darker now. The edges are turning red and the middle is getting white streaks. This is an updated pic, although my camera bites.

Aren't the Parazoanthus dependent on their host. I see the picture without it's host up there... do you know the source? Do you know how long it's been without it's host?

I found that same link when I was researching. It looks closer to Protopalythoa vestitus than anything else. Still not big enough to tell for sure
