The government failed by not regulating – preventing capitalist from building over mines, landfills. However, some would contend the government would be over reaching and restricting business if they did and when it fails, fall back to number 7.
Shouldn't we stop relying and wanting the government to bail us out?
Capitalists (mine owners) paid for the fund the state uses to make this right. The consumer bought homeowners insurance. The insurance company issued the policy knowing that due to the geological concerns certain losses weren't their responsibility and priced the policy accordingly.

The Associated Press EUREKA, Mo. — The federal government will spend more than $28 million to remove 428 tons of lead-contaminated soil from yards in Jefferson County, south of St. Louis.The Environmental Protection Agency announced the funding Wednesday, estimating that about 800 residential properties will require remediation.Sampling has found widespread lead contamination in the flood plain of the Big River, which begins at Leadwood and runs to the Meramec River confluence near Eureka.Excavated soil will be taken in covered trucks to a landfill in nearby Washington County.Officials believe the soil was contaminated by old mine workings.
I think it's safe to say it wasn't the 800 residents and not the state paying.
The OP mine was mined in the late 1800's.... I think it would be safe to say they didn't fund anything, too.

And that has exactly what to do with Illinois?
Side note. I know someone who had four feet of their yard replaced due to lead contamination. It was caused by the smoke from a silver smelter in their area the closed down back in the 70's. Who woulda seen that coming?

Got the Pins Installed Yesterday NOW the Waiting game begins they have to be Assured it is Mine before they call it that BECAUSE of REGULATIONS. You know the things that say we have to do things a certain way. Well I will know WTH is GOING on in 150 Days from now.

Pennslyvannia can be as Undermined if not More than IL in spots. The Tornado was a Freak thing as the area had a Very Severe Thuderstorm come thru and it sprouted one and it was the first one in August for 120 Years. Also my mother has a former coworker that has had 3 Differant mines collapse under her yard in the last year and she is Still living in her house. Sorry we tend to be Tougher than you think out here.
So very true......Some parts of Pa are so undermined.....The government actually bought out towns and houses due to underground mine fires I think in Centralia Pa, that have been burning for 20 plus years

Yeah.....The towns are ghost towns.....There are still a few people still living there I guess can't afford to go anywhere or have anywhere to go, but every once in a while the local news has a clip on the area.....Pennsylvania was a big mining area......
