go here -> https://www.saltwaterfish.com/Copepods--ReefPods_p_1577.html and order a bottle and have it overnighted to you. When you get the bottle, put half into the tank in the place where the mandarin cannot get to so that hopefully the pods are able to reproduce. After about a day or so, if you dont see pods in the tank, put the rest of the bottle into the tand and order more.
Of course, if you dont want your fish to survive and you are unwilling to take it back to the store, here's to hoping your allowance is cut off and you cant buy any mroe fish.

While I hate to see animals suffer, and your spotted mandarin is starving to death, I only posted what I did to attempt to help the fish. I really do not think that fish will survive past this coming weekend. I have plans on getting the same fish. I plan on "seeding" my tank with pods at 6 months. I also plan on adding more pods at 8 months. A month later, if the pods are still there in the tank, then I will get the mandarin. If the pod population is not to my liking, then I will not be getting the mandarin. You do realize that these fish eat thousands of pods a day. 1 bottle of that stuff is just not going to fix your problem.

I have no idea why you don't understand the severity of this issue, your fish is horrifically thin and bleached. Seeing him in your avatar makes me sad, mandarins are one of my favorite fish.
You have been told "how" to care for it but it becomes increasingly obvious that you are not going to do anything "now". Your fish will not live, it appears to be more dead than alive now. I really, truly feel bad for it.
Not being mean but you have another thread wondering if your tank is salt or fresh? You need to work on establishing this tank and researching items that interest you before going any further.
What lighting do you have? That would be a major indicator or whether your tank can support a fs.
