2 multibanded pipe fish, 2 dwarf seahorses, 2 ocellaris clowns, 2 neon gobies, 1 rainfords or hector's goby, and maybe 2 gold nosed eviotas/trimmas/other ridiculously itty bitty gobies..
While you will have to stock slow and definitely run a fuge on the tank, you could pull that off.. yeah 11 fish... they're all itty bitty and occupy different niches. I've done 10 fish in a 20long before and it wasn't that bad IMO...
I had 2 ocellaris clowns, 1 citron goby, 4 blue neon gobies (2 pairs that stayed on opposite ends of the tank), 1 rainfords goby, 1 hi fin red banded goby, 1 yashia goby, 2 peppermint shrimp, 1 tiger pistol shrimp at one point. The hi fin red banded, yashia, and tiger pistol all lived together in the same cave. I ran a fuge with chaeto in a cpr aquafuge 2 HOB w/ its crappy skimmer and rowaphos in a bag... never any nitrates, never any phosphates... only did water changes to replace elements and dosed 2part every few days...It sounds like a lot of fish, but it definitely didn't look like an Asian style tank... I'm not lying.
