With all of that being said, I looked at my rock formation when the water had cleared... it looks like trash under there... I want to move a few rocks around but how do I do that without getting sand under the rocks? I moved one rock and I can't seem to get all the sand under it out of there... any tips or tricks without what I would assume the most obvious response: empty out the tank

Just do the best you can. If tumbling rocks are a big concern, use the putty and or drill the rock and insert acrylic rods to give you the shapes and height you are after. Give some other tanks a look. Most just stack what they have in there. I know that's what I have always done. I did the putty on my 20L that is cycling right now. I wanted different stuff this time. Its nice to be able to make your own ricks shapes. Hammer, chisel, drill, acrylic rod, and reef putty. You have time. Dream it up, then build it.
It'll be a good project for you to get your mind off the cycle. Have a few beers with the wife (girlfriend), and talk about how you want the tank to look. The last thing you want is to hate the way your tank looks when its right there in the middle of your house.
