I think you are over thinking this. cut pieces off put them near empty shells or rubble and they will attach within a day or two. Or stick the piece you cut off into a whole in a piece of LR and it will latch on.

Copods, brittle stars, sand sifting gobies, certain worms that live in LR, certain types of snails. I would start with populateing the tank with copods, a brittle star and one or two gobies. I like dragon gobies and sleeper gobies the best.

My first concern would be dropping your nitrates which will help your corals and to get rid of the hair algee. Clean up crew, more water changes, clean any sponge filters/bio balls ect that might be trapping food and waste.
