Bio balls will work fine. Bio balls produce no more excess nitrate then lr does. It is not the rock nor the bio balls that produce the nitrites and nitrates it is the bacteria that grows on the media you are using it is the same bacteria whether you use lr or bio balls.

You are right the tank sizes are nominal when you refer to the actual gallons. Also when you add rock and sand the water content is further diminished, That is why it is really good to know exactly what the water content is in your tank from the start so you can account for the water displaced...
Just so you know I did the math and 48x17.5x15 comes out to 54 gallons. Not far off I know but just wanted to let you know in case it mattered.

You can buy individual moonlights very cheap at most fish websites. They are just plug and play no need for a transformer just a power strip.

The powder blue, brown and achilies are the going to be the hardest to keep they seem to be the most fragile.
IMO I would add the Naso, sail and yellows toward the end they are the hardiest (most of the time) and can take a little abuse as well as being a lil aggresive.

NP I have had 6 tangs in my 150 I currently have 2 yellows but I am planning on putting a purple, an african blue and a blonde naso in soon you should be fine. forgot to mention the Sohol I will be getting soon as well
If done properly with (small) 3 that are the same size and introduced at the same time you should be ok. Make sure you have plenty of rock, algea, and hiding spaces for them.
