My opinion is that if I saw a rocky area of the ocean with lots of life but no coral I wouldn't call it a reef. Same for an aquarium I suppose.

I think if you are very careful picking your coral SPS can work. It's not an easy beginner type exercise though. I've done select SPS in a 10 gallon. It works but there is absolutely no margin for error.
