It's possible he might have been not healthy when you bought him. Just curious, the tank has been up for a year but no other fish were in it. Was there ever any other fish in the tank and if so did something happen to them or has it always been empty?

I agree with airforce. Why would you take a chance on killing a puffer or any other fish just to save a some money? Whether or not it survives doesn't matter. It should be will it be happy and healthy in your tank? Be patient and wait for another good deal to come around. Or see if someone else...
