Fresh water will kill bacteria grown in a marine environment...just as it will kill most any living marine organism... It isnt a matter of "killing", but absorbtion rate differences..osmotic pressure...

A tank not cycling is about as impossible as one surviving a nuclear detonation in their neighborhood... Whether the readings are high, measurable, or what ever...new water combined with new components, etc, will cycle. May be extremely small, but a cycle will still take place. Cycling isnt...

Everything that squid said except the bleach... You can use bleach...ensure it is unscented bleach...and when you are finished rinsing you shouldnt be able to smell any of the bleach..if you do smell bleach...rinse more.

Biowheels do not cause nitrate...nitrogen cycle causes nitrates... Biowheels after a pad in the filtration keeping large debris out of the wheel will keep it clean and free of debris build up..and you should never have to mess with it.
