PC's would be best for your tank. Try 2x13 pc's or one 28 or two. All kind of depends on your money situation. Keep in mind running lights like that over such a small tank leads to serious heat problems.

It really depends on a couple factors. How far off the surface your lights are and how hot the canopy gets. If the canopy gets warm that heat will xfer to your tank water and youll have more evaporation. If your lights are way off the water top then splashes are not something to really worry...
