You have a mixture of hair algae, caulerpa, and red grape kelp. Pods are naturally drawn to clumps of macro as they use them as protection (hiding) against fish like your dragonets. So in ten words or less you have a buffet for your fish right now.

IMO this is normal behavior, he or she was probably just blowing at the sand to stir up any critters that may have been hiding in it. They use it to "flush" out the pods... no pun intended
