    you will be fine with the 150s over your 55. i would however maybe get a little lower k rating and supplement with some vho or pc for actinics. you will normally (with most lamps) get a little better par out of a lower k bulb.

    3 250 watt DE or even SE with good reflectors will be plenty for a 28 in deep tank. they dont get near as hot either so depending on where you live you may not need a chiller. you will need plenty of ventilation though.

    yeah, you really cant go off of watts per gallon. it doesnt really work that way, it is par that is important. it really depends on what you want to keep and how deep your tank is. pcs will work just fine as long as your tank is relatively shallow and you only intend on having softies.
