You don't need to add live rock, just got a sponge filter and some pvc so the fish has a place to hide and you can put the sponge in your sump or refugium if you have one. Then add the water to the QT when you do a water change from you display tank. Or course you need a heater.

I do not have any fish in the tank, it is a brand new set up. I read on this site that you could mix the salt in the tank when you are first setting up.
