No, the right one, they have either 2 or 4 "jets" built into the LMRP cap that allows oil to escape. If at first they tried to suck up all the oil possible, they would also suck in seawater and ruin the collected oil. They will slowly begin closing the jets. Because of the crappy seal on the LMRP cap, there will never be a 100% seal.
