ok, and does the long pipe that goes down into the water move left and right if you twist it a little bit?

ok, so from what I understand your skimmer looks something like this one in this picture.... I don't have this skimmer, i'm only assuming, but where the yellow circle is probably twists back and forth, left and right and the fitting where the red circle is twists left and right. So to make that bottom elbow face upward you need to twist at the yellow circled section one way or the other and then twist the red circled elbow to point the same direction.
Does this sound right meowzer?
And Burrito, is this what yours looks like? same elbows and all?
YUP.....turn the red circled item to the right....and thenturn the yellow part to the right just so the red circled section is barely at the top of the water
Burrito.....I can not believe a grown man put that stuff in that skimmer.....and if he did....he doesn't need to touch it either
and how could you not know a MAJOR piece of the skimmer was not needed
and even if your camera is blurry...your tank is EXTREMELY CLOUDY, and OVER POPULATED....you have a blue hippo AND a sailfin in there......that is ridiculous

yes, you need the elbow on. you should be able to slip the elbow on without even unplugging it as long as that pipe facing down is under the water.
You will need to remove the bubble trap though to do it.

After this, I'm thinking it might be best to go to the begginer hobbiest forum and ask in there where the best saltwater fish store is in maryland adn then go there and see how much it would be to come over to your place and take a look at your tank and let you knwo what you are missing and what needs to be changed and maybe some other interesting stuff you didn't know.
Just from the pictures it is very obvious that you have way to many fish in the tank allready, your water looks cloudy probably from all the excess nutrients that your filtration can't pull out becuase its overloaded with fish.
And maybe they could suggest a good light for the tank that your dad can afford that you could grow some soft corals under once you get all yuor other stuff in line.
At this point i'd say you shouldnt add anything else at all to the tank until you get it straightened out and take some of those big fish back to the store.

well, your dad isnt going to like them much when they are dead. Those fish likley won't all survive together in that small of a tank.
Sheesh I have a 120g and I only have 4 fish in mine....
