    not having enough bio-balls will not cause nigh NO3. Bioballs act as your biological filter, turning ammonia into NO2, then into NO3.     I would recomend the MarineLand Emporer Mini. Not sure what the flow is, but its rated for 20gal tank.

    I personally would not worry about it. I know it looks bad, but it WILL go away once the cycle is complete. Keep track of your levels, I noticed last time I cycled a tank,the brown diatoms went away once my NO2 went to zero.

    with a 55 gal, that gives you 4.4 watts/gal. I would say that you could have anything that is considered medium to low light.
