    02 problem

One possible problem that could be the reason Ive heard that tangs are unusually suseptable to stray currents (electrical) in tanks even when other fish are uneffected. I would loook into a grounding probe which may solve the problem. The fact that you have other fish and they are doing fine...

Sizing a skimmer, probably a stupid question

Yes you need to tank into account for the total tank volume because the skimmer has a flow rating and depending on the volume of the tank you need to be able to turn over or filter the water effectively.

Buy a phospahte test from your LFS, and do a series of water changes using ro water. As far as the prepared food I just mean what ever you are feeding your other fish

Well you have two options at this point either you treat the tank or put him back but if he does have ich then you will be putting the other fish at risk. Ich will appear to get better as the spots will fall off during a phase of their life where they attach themselves to substate and go...

    Aquacultured MultiRock

Since it already has coral growth on it you would not have to scrub it off but I would use some method of acclimation so you dont shock your coral if your values are not the same as the shipping water.

Good values to be aware of for reef tanks are also phosphate and magnesium and once a week is fine so go longer without checking those values.

    New Tank question

If your tank has only been set up for 7 days I would seriously advise you against adding any more fish those chemicals you added may have delayed the cycling process and the addition of anymore fish even the fish you have may cause a serious cycle of your tank.
