if its under your tank then you can just put sound proff insulation in the stand. it doesnt completely cancel the noise out but does greatly reduce it.

almost all fish eat them. like you said, dragonettes and scooter blennies are known for this because they eat them almost exclusively. most fish will eat one if they see it, but not go hunting for them.

ive heard that lettuce nudibranches can usually exhaust a tank of algae pretty quickly. my lfs has one that they rent out to people for a period of time until they get on top of whatever was causing it. depending on how big your tank is, you might need to find somebody to give the nudi to after.

the koran angelfish would outgrow the tank. whats the demensions of your tank? i would only put one yellow tang in also. chromis schools usually dont work and they just end up killing each other. aside from that, your list is fine. the powder brown might fit, depending on the demensions of the tank.
