a blue and yellow tail damsel would work fine with your fish. i would worry more about your maroon clown picking on someone than a blue and yellow tail. you really need to worry about fish squabbles when fins are being torn and scales missing. then its serious fighting.

it really depends on the damsel. green chromis, blue and yellow tails, and blue chromis are all relatively tame damsels and will tolerate other fish. 4 strip/humbugs and domino damsles will not. not to mention they get big and nasty. in addition to this there are some nice showy damsels...

how many fish have died in this tank? are you acclimating the fish at all? I wouldn't buy any fish until you identify exactly why the fish are dying, its your waste of money, and a waste of life in general.....

im guessing due to the difference in your water and the fish stores water the fish are not acclimating very well, stressing and dying. i would raise your ph up to 8 at least and your salinity to .022. your average fish store will have theirs at this point if not higher, more like .023 and 8.2...

feed him daily and he'll have some color back in a couple weeks. maybe quicker. mine took a good month though.

you can try peeling the mat off of the rock. it is a bit difficult. im guessing the stuff spreads by detaching from the mother colony nd landing in other spots in the ocean.
