They are called loc line tubing. They are for your return water line. They snap together and allow you to direct the water in whatever direction you choose. Do a search og Yahoo or Google for loc line for better pictures and or explanation.

If the tank is new, then take it back and tell them you want a tank that is reef ready. The LFS is correct about not being able to drill the bottom of the tank.
It is metal, so it could pose a problem. I dont know if having it in there overnight would cause a problem. Then again, what makes you think you will catch him in one night?
I dont see how he is ripping you off. Are his prices high? Yes, extremely high compared to prices around here. But he is not putting a gun to your head and forcing you to buy from him.
Normally used tanks sell for 1.00 per gallon, a little more if its reef ready. Double the price if it has a stand with it. So I would say between 270 and 300, depending on if its reef ready or not.
