All algea needs a rest period to thrive. 8 - 12 hours is more than sufficient for it to thrive. IMO

i would have to agree with X. No nems unless you go with T-5 or MH. they will not survive under PC lighting. Besides the fact that if you haven't bought the light T-5 is a better choice all around. You will get better light with more bulb/color options, the bulbs last longer and cost less...

I agree with Jerry, better to raise it slowly, back up to where you want it. 1.021 is low but not terrible. And if you raise to fast it could cause more harm than good. Baby steps are better when it comes to changing tank params.

When you say your water is pretty good what do you mean. Check and list ammo., trates., trites, salinity, phosphates, alk, clacium. Also what is your water source.

More than likely if it hasn't come back by now it is not going to. How are your water param.? Have you been able to lower your nitrates? get them to 0 along with your ammo,and trites, and hold them steady and you will have success with fish. Glad to hear they are doing well.
