PC actinics used to be a blue painted bulb and yes they sucked. Now they have come up with a true 03 actinic bulb and it is great. I highly recomend PC's (more intense light)especially if you go with true actinic 03, but either way you will be happy.

CBS are a type of cleaner shrimp. whether yours will clean or not is entirely up the the temperment of the CBS. I have had two in the past. One cleaned the other did not. Neither ever attacked a fish or another shrimp. These guys look menacing and therefore get a bad rap.

no such thing as a reef safe angel. Dwarfs are reef safe with caution. Which means they may or may not be reef safe it just depends on the character of the one you purchase. They are great fish but make sure you can take it back if you buy one just in case it isn't a vegetarian.
