If it still has high ammonia there is still die off. I wouldn't add it to a cycled tank.
Have you tried a water change, maybe 20%?
Also, you have a powerhead and heater in with the rock, right?

I have AquaClear powerheads and they've never shifted or moved on their own. As lefty said above, I actually have a hard time if I need to remove the suction cups because they stick so well.

The toby puffers don't really puff much, if at all. Also you don't want them to puff. They only do this if severely stressed and think they are being threatened. This would weaken their immune system.
pyro - I apprecaite the suggestion, but the light I'm looking at comes pre-assembled. The moonlights, which I don't even necessarily want/need, are already installed. Again, I do appreciate the help!
