    it really doesnt matter with a FOWLR what lights you have. personally i would look at pcs for a few reasons. the cost (operation, replacement bulbs). they provide a bit of light, and this will help your algea grow. also they are brighter than NO bulbs and will bring out the fishs' color more. hth.
