Also if the skimmer is new there may be a short break in period. I have a seaclone myself and IMO they are great skimmers. Give it some time, the tiny bubbles should go away.

No need for algae growth to feed the tang. Simply clip some seaweed selects in the tank and watch the tang rip it up. They love the stuff.
