Beth, unless you are anticipating being attacked, starbases are not very useful, particularly early in the game when you will get lots of advance warning if someone is coming. Don't spend any more PP's on starbase for now. If you are going to have to leave an entire system undefended because you want your fleet to be available somewhere else, then go ahead and build up your starbase.
You can probably ease up on buying farms. Your population is growing quickly and you will probably run into the population maximums and your population growth will stop until you get your social level high enough.
I would probably get my labs and cybernets up to 5 or 6 and then buy more factories (or let your PP's build overnight and buy the factory in the morning) and then buy the other items during the day when you can sign on.
Here's my stats; (because I didn't log on before the update after two of my planets had their populations level up, it looks like my ranking slipped but I had 19 points which would still keep me in the top 20).

Yes, the game starts slowly, but see the difference that three days makes??? A rapid development can make a huge difference later on. Personally, I don't attack anyone early on in the game as it slows your development (unless you feel that you can impede an opponents development more than your own will be slowed. You see how long it takes to build a colony ship. I usually try to launch three of them as the price of new factories and farms will be much lower in the new system and you can get the new system built up much quicker.

If you can find a friendly ally, consider launching a few destroyers at each other. The experience points gained from defeating each other's ships will get you to player level 1, a supply unit (which you can sell for ~$500 and then you can see a trade screen.
