ok a pic of the sump, from the left to the right, water comes in from the DT, skimmer on the new stand, fuge, bubble trap, return.

Sounds to me that if he's having issues with the sump level rising after he shuts off his return it's because he's getting back flow from his return line inside the tank. The returns may need to be adjusted closer to the waters surface so that you don't get too much backflow.
 
Can you get us a shot of your return inside of your tank?

Why not just drill the return with a syphon break hole just under the water line if ur happy where the return is set.

LOL.....you know the output thing that the water goes back into the dt thru from your sump????? well it has a hole right above the "output" that is what they are talking about.....HOW far under the water is this output....(hole)?? the water will drain back into the sump thru that hole

Alright....playing catch up here....Tell me alittle about the tank....I'm assuming it has built in overflows? Is there standpipes inside the overflows?

Have you tried going to longer standpipes in the overflows? Meaning raising the water level inside the overflows, to prevent some of the siphon through the overflows????

Still thinking the issue lies with the returns. I know you said you have them drilled but I think what Shawn was talking about was drilling a hole in the actual drain line itself just below the water surface to let air into the line which would in turn break the syphon when the pump gets shut off to preventing excess backflow. But would still like to see a pic of your actual returns to see what you've got going on.

In 6" of water the return pipe is underwater correct. This will cause back pressure and the skimmer will overflow with water or skim wet. If you want to run it that deep I would suggest keeping the flow valve open wide and watching it. Or you can extend the output pipe to get it above water. There is a break in period so the operations of the skimmer will continue to change and need to be adjusted. Oh and the pumps are known for having problems starting and making ungoddly noise. This is well document in the octopus skimmer club thread on the "other" site.

Which pump...the Sicce or the BubbleBlasters? or Both?

Exactly what I'm thinking Corey......With trying to raise the standpipes in the overflow and the water is only falling 2-2.5" that shouldn't be the problem....I would think the back siphon is coming from the return lines that are submerged inside the tank.......
 
Question......When the water continues to flow down to the sump after the pumps are shut down does it fall until the returns are out of the water or just a tip of the return is in the water????

no, i would say about 3/4th of the pipe is out of the water, and if i keep the valve open the water is about halfway up the skimmer
