How are your pipes connected? we had a lot of trouble with leaks until we used plumbers tape to seal our connections, also try and get them as tight as possible, maybe use some big pliers to turn when you can't by hand.

I doubt that an animal rights group would kill the rays, its probably a cover up for poor management.

how many lights are in the fixture? you could go 1x6k, 1x10k, 1x14k and a 22k to get a nice broad spectrum.
