If its anything like the ETSS Reef Devil skimmers then please do your self a favor and don't buy it. Their not very good skimmers. The larger ETSS models are pretty good, the smaller models like the Reef Devils are worthless.

I agree with TheGrog that you'll be fine with 250 watters...400's would be nice but you'll your going to have heat issues...

I wouldn't use the CPR overflow unless they have changed em..IME, they are wet floors waiting to happen. I'd go with the simple U-tube design...These are pretty much fool proof.
You might try starting up the new tank with some dead sand, maybe a little more rock if you want and let it run for a few months, then add the old tank.
I went from a 55 to a 150 a few years back, I kept all the sand and rock plus a few fish and corals from the 55, things went pretty well with...

Yup, I've used one for 5+ years...their very good skimmers but be ready for the worst customer service you've ever seen. I don't recommend thier skimmers, I think they are way over priced and if you have problems your petty much screwed.

Fez, any idea what kind of ballast and bulb they are? brand names? HQI, Pulse start...?
I'd leave it in there for a few months...The thing about LR is you never know what your going to get. If you let it go might find somethings you don't want to introduce to your tank.
You can get the cycle to go through in a few weeks but that doesn't really mean too much too me.

I guess it depends on what youwe call mini...IME, most mini brittles are less then 1" across, more like 1/2"
Your picture looks more like a large brittle start, maybe a baby....probably so many different kinds that its hard to say.
