I think you should do a dwarf zebra or fuzzy lion as previously mentiones. A 55g-75g would be fine. You could put a couple of maroon clowns or tomato clowns with him as well as a few other fish.

I think your LR should be fine. A lot of people actually use un-cured LR to start a cycle in there tank.

Lions got a point on the FW planted tank. Though at times (from personal experience) they can be very very fustrating. Algae blooms & snails the biggest problems. Honestly if you couldn't do SW, I would say FW. I would say do some American cichlids. My favorite tank I'e ever had in my 12+ years...
